Fix for permission error

Added character filter to the permission menu
Changed permission menu listing to vertical alignment
Added plugin titles before each group of permissions
Fixed character filter not working in the give menu
Added data management for offline player list (tracks players for 7 days) instead of using the oxide player database which can get extremely large

Added a give menu which can be found under the command section. Items are separated into their respective category and once an item has been selected you can select a player to give it to

Added permission "adminmenu.permissions" which is required to access the permission menu
Added permission "adminmenu.groups" which is require to access the groups menu
Added a character filter for player selection
