Added console command "chaos.forcedownload" to force download the latest version of the Chaos extension

Trigger Oxide to load the extensions core plugin when it loads the extension, this fixes permissions not being registered in Chaos plugins directly after the extension downloader plugin downloads and installs the extension

*Note* You do not need to update this plugin, the plugin only downloads the extension which updates automatically

Fixed issue with UI pooling

Fixed a bug with command callback identifiers, that would keep stacking them until the json was too big to send to the player
Added object pooling for both container type classes and component type classes so everything UI can be reused
