Fixed/Added pagination for recipient selection menu.
Cooldown now starts when the drone actually launches, not when /deliver is typed. Failed purchases, denials, and cancellations no longer consume the cooldown. Chat prefix is now configurable in the config file (default: "[Drone Delivery]").
