Cooldown fix for authed players
Fixed cooldown time not working in minutes
Surrender fixes
Added eco and economics & serverrewards for surrender cost item. Fixed all npc showing up in all events. Npc should shoot twig walls with gun instead of always throwing explosives.
Fix for npc spawn delay on multi raids at once.

Added check to flair item to make sure a base is not already in a event
