Removed non-default BP requirement in give item menu

Added button to give menu items to give target the blueprint of that item. This is only available for items that are craftable and are not default blueprints
Added config option "Log menu actions to Discord webhook", which when a webhook URL is inserted will log all actions to the specified webhook

For actions in the player info menu, if Oxide does not have a BasePlayer reference for the target player, search for it in the active and sleeping player lists

This update requires Chaos v1.0.8. If you have not restarted your server in the last 2 days you will need to restart before applying this update

Added optional "RequiredPermission" field to chat and console commands in config to specify permissions for commands

When viewing player permissions, determine whether a permission is directly applied to the player, or inherited from a user group. Inherited permissions will be outlined in blue, and direct permissions in green. Added some hints in the header bar to make it easy
