Added puzzle to gas station

Fix npc delete to delete vending.

Fix if you removed loot table file and npc still in ShopKeeper list with loot file tossing error will default npc to default lootfile.

Fix for skinned items in vending.

Redid npc vending spawn now creates new object so should not interfere with defaults.

Fix for not give item npc vendor

Some rework on vendor spawning to try and combat overrating default vending when close to outpost

Remove ground destroy checks for spawned entitys.
