Updated for gametip changes

Force dismount driver before killing the driver and vehicle. Fixes taxi vehicles not always despawning because Rust throws NRE when trying to dismount the dead driver. This is likely the cause of orphaned vehicle components at center of the map after a restart

Fixes navigation on roads that cross rivers. This will be improved upon when bridges are added to the game
