Update for RustNET v0.1.31

Fixed camera names not being restored when loading

Updated for Oxide command hook changes

Manually update players network group to match the camera (fixes invisible entities when camera is far away from the terminal)

Update default config with new image URLs. This will not overwrite your existing config!

Should fix missing terminal issue when trying to place the camera

Requires RustNET v0.1.24
Prevent placing cameras when there is no terminal so players can't bypass the camera limit by removing the terminal
Prevent players activating the placement tool inside of privilege then moving to another location to bypass restrictions

Possible solution for visible players when using the camera? Unsure, can't replicate the issue
